Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Immense energy is devoted on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capacity enabled by current data. From vantage locations, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, certainly, persist.
Political Considerations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unfeasible to force Russia to abandon the land that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the status quo will not change more in its benefit in the near future.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its advantage.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their mission will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
